Law enforcement is empowered by its official badge and the authority it represents, so the cop is theoretically “qualified” but is supposed to be held to a higher or the highest standard. However, civilians must take it upon themselves to make any wild and dangerous assumptions, and who or what could it be that qualifies them, and to what standard are they supposed to be held to?

The majority do just that.

No civilian should be “taking it upon themselves” to interfer in a police officials capacity to pursue, arrest or engage in an active and onging event.

What planet are you living on? An action taken by a regular citizen that would get their lives ruined by both the police and the legal system, is completely excused by those wearing the magical blue suit due to 'qualified immunity'.
