My only guess as to how to square this circle is that Biden knows that the second, reconciliation, package cannot possibly be written and pass, and that he knows in the end that the bipartisan bill is not only adequate, it’s actually preferable.
We don’t need no stinkin infrastructure bill.
The RINOs need more juice to cover their embarrassment and the crummy deal they cut. "Hey you tricked us and you gotta give us a bit more. Our own voters are deriding us as chumps."
