They are struggling through the paper work. As a landlord I had to send proof of ownership,copy of lease, rent ledger, previous rent receipts and other paperwork. The renter has to do similar including last years tax 1040. Then they have to verify everything. My state of Alabama had 40,000 applications the first week of March.
WOW.. had no idea it was that complicated, wish the MSM would at least add a sentence or two about it. but no!!
