Dong’s top focus was on the thousands of assets China has working inside the United States government and across all sectors of American society in general.

This doesn't make sense. Counterintelligence is protecting your country, or your own intelligence agency, from opposing intelligence agencies. It is not the same as affirmative intelligence gathering overseas. While there may be some personnel overlap, the head of counterintelligence isn't going to be the guy directing all of your overseas intelligence personnel.
The stories don't make sense on that level.

The Counter-intel guys can be more valuable in the sense that de-briefing them give you an idea as to what your opponent knows and which of your own assets may be compromised. It helps primarily with your own deception plans.
