Had a reputation as a “house mouse.” Not sure he commanded a precinct as captain but information on his NYPD career is tough to come by. Can’t find out WHEN he made captain. Was it through high score or “preferred” list?
Led and helped found “black only” organizations within NYPD.
But if this is what you, in TEXAS, think is what is best for the people of NYC, then who am I to question such wisdom?
Did he get extra affirmative action points on the Captain's test he took? Or did he get picked off the list for promotion because he's a minority. Having worked in uniform in NY State's Correctional Department for 25 years, it's well known that anyone who gains the rank of Lieutenant or above has their spine surgically removed. They become gutless wonders who are afraid to make a decision, and dance to the tune of the politicians in Albany. I can't believe it's any different for the NYPD. I'll be impressed if he gets the endorsement of the police officer's union. That will tell me that as a Captain, he hadn't forgot where he came from. But you need to know, just because someone makes the rank of Captain, doesn't mean they're not a piece of shit.
