USAID funding decisions are made arbitrarily by the President and the Secretary of State.
USAID's budget has serious money to hand out - $27 billion per year a couple years ago.
Anyone want to guess who was President and Secretary of State when Wuhan funding started?

Around 2010, the Obama Administration and Europe decided the world needed a Level-4 bio-lab in China to track potential epidemics in east Asia.
France designed the Wuhan lab, supervised its construction, and trained its Chinese staff.
It's quite possible that 100% of the start up funds for the Wuhan Lab came from the USA and Europe!
The information about USAID's involvement is brand new for me.
First time I read about it was last week, when Judicial Watch received a big document dump related to a Wuhan FOIA lawsuit filed in 2020.
I saw this story on Fox Primetime with Will Cain last night. Google.org, the charity arm of Google, was involved. Now we know why they blocked stories on the true source of covid, one reason anyway. The other was to make Trump look bad.
