Guess you missed the 60s/70s and some of the 80s. Not all “terrorists” carried weapons. SOME MADE THEM and then turned them over to other terrorists who you would characterize as “armed”.

For example, many of the bombmakers of the SDS/Weathermen were the “technicians” of making the bombs used by other WUO members in their attacks on the police, federal buildings, businesses, etc.

This is especially true in the bomb=factor explosion in Greenwich Village in March 1970 which killed three Weathermen before their bomb could be used by fellow conspirators (Kathy Boudin, Kathy Wilkerson, etc).

A group of WUO leaders/bombmakers made and/or used bombs to kill a police officer (O’Connor) in San Francisco. Fingerprints were found on bomb parts and fragments but due to some technical screw-ups by the FBI/police, this evidence was not allowed to be used in any charging. The perps went free.

Other terrorists, WUO, BPP, BLA, SLA, Melville-Jackson Brigade, etc., made bombs but not all were the actually bombers. However, they were all “terrorists” by legal definition, even just as “accessories before the fact, after the fact, etc”.
