Dunno, but I can't recall seeing a quarry explosion bigger than about 1.5. This "experiment" was 3.9, over 100X larger than a quarry blasting a rock face.
I can't imagine the EPA or any government agency allowing the "experiment" to proceed. The fish kills alone must be off the chart!

That is a lot of energy at 0km depth to have registered a 3.9 on the Richter scale picked up on sensors and thru the ground 100’s and even 1000’s of miles away.
I’ll bet the Russians and other Nuke states will be watching this as a potential violation of several test ban treaties. Tests of “Rod’s from God” kinetic energy weapons might have occurred. Then again a small meteor strike, already pre-discovered to be 100 percent certainty to hit the Earth, might be also a possibility but not discussed publicly as people nearest to the strike locations might have gone into panic(as the impact sites can’t always be predicted with certainty).
