Nope, we were essentially grounded long before that, when in 1964, the greatest failure of political will occurred with the cancellation of Project Orion, whose motto was “Mars by 1965, Saturn by 1970”.
Had it not been cancelled, we would have not only explored our solar system using ships with crews in the hundreds each out to the Oort Cloud, but have launched numerous interstellar ships with crews in the thousands.
That is how far we have fallen.
