People continue in the direction of the behavior for which they have been rewarded. I wish I knew the self-help book where I learned that line. Can’t remember now.
May have been that BF Skinner stuff about electric shocks or rewards.

So when there are few or no arrests, then “no one is now in jail for the looting and burning in Seattle” “no one will be charged further in Portland” and so on then the authorities are shocked to find new protests and burnings another time.
