From someone who worked at ERCOT for 21 years here is the story.
ERCOT Protocols were written by the stakeholders.
Stakeholders are the Generators/Big Banks, the Transmission companies and two people repressing the consumers.
The Transmission Companies don’t care they have a fixed rate of return.
The consumers get pushed aside and cannot make a difference.
ERCOT is basically a rubber stamp to provide credibility to what ever the shareholders want.
PUCT happens to over see ERCOT Inc.
PUCT is made up of a team trying to do what is right
but they report to political appointees
