2. Why should it be rare? Members of Congress and their staffs would presumably be prime sources of leaked material since they are the ones who are privy to the material in the first place.

This is all so ten years ago. Corrupt bureaucratic overreach, to the point of breaking the law, is what some Left Democrats want to make of this story, and we will see if they do or can.

Yet this is so besides the point at this point. What is “extraordinarily” rare?

well, any investigation of the crooks in Congress is rare, perhaps that is what they meant. For instance, in the early 80s, when the FBI actually did investigations, they had a investigation called ABSCAM wherein they roped in dem congressmen who would take bribes. The crescendo of complaints from the den of crooks was so extreme they shut it down citing they were entrapped i.e. offered money to do certain things. Seems to me if they were honest they would not take the money, which they did. The movie American Hustle was loosely based on one of those bribe scandals.
