Can the federal government force Texas to ban drilling on state lands, because the federal government banned drilling on federal lands?

So why can the federal government stop Texas from constructing a wall on state lands? It's not immigration if the people enter from non-managed border points, so all Texas has to argue is that they are funneling the people to the proper entry points so that the federal agencies tasked with immigration can do their jobs.
