San Francisco Metro office buildings were running 16.7% office occupancy (by office workers) as of June 2, 2021 which is even worse than New York City (18.2%). So, yes, they probably aren't getting a lot of office workers walking into their cafes.

She could hang a rope or cord with some sort of loop in it outside her cafe, and then there would be swarms of FBI agents there in no time.
