I imagine those places are tightly guarded and the workers thoroughly vetted. Not to say that they shouldn’t be targeted, and I’m sure they are a priority.

There was a very effective guerrilla leader in the Philippines in WW2 whose philosophy was “hit’em where they ain’t”. He would perform a couple of strong operations then back off into the jungle and move out as the Japanese security moved in. He would find another soft area and hit again. Rinse and repeat.
