Prez & VP are separate offices constitutionally, we have allowed that distinction to blur because we are intellectually lazy regarding the Constitution and b) The party system makes it easy to do !

Yes there's nothing specifically in the Constitution that requires the speaker to be a House member. However its a tradition that hasn't been broken and probably shouldn't be. Just like 9 USSC justices is a tradition that shouldn't be broken!
