Dumb idea every time it surfaces. Ivory tower, unrealistic, abusive. Gangbangers, criminals, college bound who will lose their study habits. Great companions to contaminate impressionable hitherto law abiding kids.
Seen over by social justice acolytes and UN-like officials who will abuse the vulnerable.
