The thing hanging down is called a choker..It has a loop on each end....

If you want to lift a steel beam you find the center of the beam and slip the choker around the beam and hook the loop on the hook at the end of the cranes cable....

Thanks for the explanation. When I worked in NYC Midtown, I’d often see construction sites where that was going on. Some “poor victims” see racism in everything in this world, it seems. They’ll never amount to anything except oppressed victims.
