Yes. Battista was not very likable and rather unpopular in Cuba. CIA decided he must go.
Here was this young, energetic, likable, good speaker lawyer Castro. Why not make him our man in Cuba?

The brains in CIA were just terrible, And then they orchestrated Bay of the Pigs fiasco!
