Answer: the only reason anyone would do an OCR scan of a formatted document is to insert fake data different from the original form.

One problem with that theory. They didn't change any of the data from document they received and showed to a couple reporters, and the document they mucked with posted on the internet. They are the same document. The only difference is they did some random OCR and then flattened the layers.

The vector font substitutions for bitmap fonts are basically random. They were not from changing or inserting text like name and date of birth.

Why would anyone do an OCR scan instead of providing a photostat copy?

So they could punk the Polarik crowd. And it worked.

They DID change data. The original name was obambam’s sister. They changed the birthrate and name of the father, etc.
