The lying media quoted the Hawaii governor: https://www.latimes.com/politics/la-xpm-2011-apr-27-la-pn-hawaii-governor-obama-birth-certificate-20110427-story.html The governor being a democrat went along with the lying media and became part of the coverup. He didn't have any problem pretending to send a document and instead have the WH create one with photoshop.
Makes perfect sense, if all you believe in is conspiracies.
