OCR (Optical Character Recognition) is used to digitize the typed or written text so that it can be manipulated by a data processor.

In the last election our ballots were fed into an OCR optical scanner so that the Democrat contracted election software could manipulate the data and steal our election.

An official document should only be copied "as is", not digitized and manipulated.

As a side note, when I was stationed at MacDill AFB in 1980 I participated in a trial program to determine the feasibility of transmitting our daily 55-1 Report to the Defense Communication Agency using the new technology from 3C Corporation for formatted OCR scanning.   As such I was one of the first people alive to see OCR used in a practical application.
