They definatly make more that $400 a year and their number is heavily decreasing each year, but “two Chinas” is exactly the point I make. The “second China” is that source of growth, both in form of new workforce seeking inclusion into an industrialized economy, and as consumers when the inclusion takes place.
All in all the absolute minimum wage in the most depressive place like Jiangxi is slightly under $200 which by the way is enough to cover basic needs. That is not $400 a year.
An established white collar in Shanghai makes not much less than his Western counterpart.
You can like China or not, but it makes sense to get real.
