Nothing. Texas will still have LTC and the reciprocity enjoyed with other states that allow it for those that choose to get "licensed". This bill will allow any Texas resident (don't know about out of state travelers) that is not prohibited from owing a handgun to carry a concealed weapon within the state of Texas where carrying is legal.
Why? It doesn't change the Texas handgun carry license.
It only means you do not need one in Texas.
Shouldn't have any effect. Those who want reciprocity will still get a permit. I don't need a permit in Alaska, but I have one for reciprocity when travelling to other states. It also makes me NICS exempt.

Tennessee switched to an online class for a concealed carry.
That’ll mess up the reciprocity agreement with the majority of other states. Before Tennessee made the change, getting a concealed carry permit meant you could also carry in 38 other states! (https://www.usconcealedcarry.com/resources/ccw_reciprocity_map/)
Of course someone could still take the in-person classes, but the reciprocity won’t be automatic any more for all those states. And most people won’t do it. This really limits the right to carry freedom. The automatic expansion of the permit was the best thing about it, IMO.
