1.) No graduated income tax. Same rate for all.
2.) Balanced budget amendment.
3.) Return to the gold standard. No more fiat money.
4.) Anyone receiving government largess loses the right to vote for five years after coming off the rolls.
And watch the good times roll.
I have severe reservations about making a “time of war” exception to the balanced budget amendment, otherwise America will always be a war with Eastasia.
#4 is not good. Some people lose their jobs through no fault of their own and have to get the unemployment\welfare because they have families to take care of. I get what you are after with this, but word it differently so that its clear.
For example, if you are unable to find gainful employment within a year from separation from your previous employer, and need welfare to continue feeding your family, you will be ineligible to vote until you gain full time permanent employment. The only caveat to this is that moving to gain employment allows you to write off your moving expenses (or something similar that would make such a move somewhat less difficult)
not a perfect solution, but then nothing ever is.
