Apparently that was not true. I heard he signed it also. If so he would have been able to use the military. Especially during the riots without needing the permission of the state. That’s only my understanding. I also heard he did want to sign it but the military wanted war with china. We heard a lot of things. I was hoping he signed it and let the military take possession of the machines and ballots and look at this if he was sure there was fraud.

Once signed, DJT no longer holds power. The military hold power. No "inauguration" can bestow it, nor take it from the military.
It is beholden to the military to use its War Manual (see section 11.3 and 11.4) to as-quickly-as-feasible to restore civilian rule. But, this is at the military's timeline. DJT is out of the direct picture (albeit, in the sidelines, perhaps in an advisory role).
Also, The Steal is just one chapter in a book. It's just a minor side note... perhaps just a paragraph in a chapter.
