To me, it means one of two things if he says that his work is now hampered:
1) He is a TOTAL IDIOT for leaving critical stuff in his office.
2) He’s another Lin Wood.
Totally agree. Announcing that you’re going to announce something is annoying and unnecessary if you really have something to announce.
