An AF LtCol will have a minimum time-in-service of 16 years to be promoted to that rank. Time-in-grade requirements only add up to ~10 years at that point.

At best, he got below-the-zone promotion, and tore through the earlier ranks, so he'd have 15 years. Most likely, he was around the average promotion schedule and is around the 18-20 year mark. If he was prior-enlisted for several years beforehand, or slow to find his O4 andor O5 slot, he could be around 24 or 25 years in.
