Neither the Queen nor her advisers write the speech or contribute any of the contents. That is entirely the responsibility of the Government of the day led by the Prime Minister and his or her Cabinet. No doubt the Queen sometimes reads the speech and does not agree with any or even all its contents.

That's the way that we do it in the Biden Administration. He just reads what Kamala tells him to read. If he does a good job, he gets a reward. It makes it simple and the press are then given what lies they are to tell to the American people.
