He welcomed numerous Communist spies into positions where they could access our most deeply held secrets. We paid a steep price for that during the Cold War.

Wrong he didn’t. According to records it was McGeorge Bundy that called General Charles Cabell DD of the CIA and canceled the air strike on the last 3 aircraft of the Cuban airforce. It has never been clear why he did that. Kennedy had approved the air strike only the day before.
The Director of the CIA, Allan Dulles, was absent and out of the country when the operation went into action. He could have overridden Bundy was not available, no one knows why that happened either.
