I’ve been wondering... Is diesel fuel distributed with the same system?

This is actually an entire system of pipelines that deliver gasoline, diesel, and aviation (jet) fuels. Multiple articles are saying the restart of the system has begun, but, it’s so complex that some of the system could still be down at the end of this week.
I don’t know if it’s related, but some aisles of our Wal-Mart were flippin’ decimated last Sunday afternoon: Much like during the 1st wave of COVID. Locally we should be ok on fuels, as there are major terminals on the Ohio River near here. But some delivery trucks departing from the South (east of the Mississippi), Southeast, or East Coast might have a problem.
I wonder if there is any National plan in place to prioritize essential goods delivery in events like this?
