He wants to kill the middle class (small biz). If I was in a position to do so....I would probably volunteer at a mom and pop to help out the remaining staff.
The middle class is the most resistive to the totalitarians be they kings or communists and policies are always to prevent the middle class from arising or to quash it if it exists already. Workers who keep working often or even usually become affluent enough to enter the mindset of the middle class. Paying them to shun work keeps them from advancing economically while it teaches them that The Government Will Provide. They have reached their level of incompetence, mental at least, and will not trouble the apparachiks further.
Seems to me that ‘the midde class’ also includes Plumbers-—carpenters-—electricians-—etc.
