I think someone on talk radio used that term as satire in the past.

So who’s going to challenge that? The United Nations won’t try to break the sanctuary country. It’s what they always wanted-—a global citizenship area in the US but allowing Russia,China, North Korea, Iran, et al to have strict borders and racial exclusion of others. Like the climate change clampdowns to hurt the West only.
