It's absolutely already happening! Look up "Mobile Device Management." Most corporations are allowing employees to use personal devices to access corporate resources as long as they submit to permit their corporate IT department to install a mobile device management platform.
In 100% of the mobile device management platforms on the market, monitoring of connection endpoints (i.e. websites) is captured and cataloged to ensure they're not going to sites known to be used by bad actors. Even if they say that they aren't, they are. What they do with that data is up for debate, but if the federal government ever wanted to check up on someone's browsing habits, they'd just have to subpoena that person's employer, assuming that person is "opting-in."
