It's important to specify how the fraud was done. People show up to vote with same day registration. Supposed to have an ID and proof of (new) address in the voting ward. It would be easy to come up with a document with a new address that doesn't match the ID and say you moved to that ward..

Then they have to accept the address change, give them a ballot and put the ballot in the big pile (not provisional). A real audit would look through all the materials. There would be no way to know which ballots were cast fraudulently if it turns out the person doesn't live at the new address.
