Seems to me to pretty clear that if an elected body refuses to meet to discuss/vote on an issue on the agenda there must be recourse for the people. Otherwise any elected body could simply not meet if any contentious issue arose.

In any case the point was made and any more whining by the deposed board members would simply highlight the whole issue which was the catalyst. The Communists do not want the fact the people are resisting to be made public.

It isn’t. Robert’s Rules don’t control anything and Robert’s Rules don’t even allow for this.

They could initiate a lawful recall and THEN vote in new board members at the election.

There isn’t a shortcut through Robert’s Rules.

I would think that if the Bylaws or other organizing docs state Roberts Rules Of Order would be followed (most do), then it seems perfectly possible, and do-able.
