But there is plenty of oil in California. It means that future development will die before it even begins.

The article goes on to mention that CA wants to end oil extraction "entirely", not just by fracking.

California does have some plays where horizontal fracing can be utilized. At the right oil price, they would be commercial.

I wonder about the California Department of Conservation records. There seems to be a hell of a lot of fracking going on in the old Kern County oilpatch.
