I disagree. It means that she IS MOST DEFINITELY RUNNING.
She has given up on trying to win the Republican Primary, and she plans to run as a write-in ... just as she did in 2010.

I thought Alaska passed a law after 2010 making incumbent losers of major party primaries ineligible to run in the general election.
