CHICAGO - Mayor Lori Lightfoot is considering a momentous change to Chicago police procedure: requiring officers to get a supervisor’s permission before beginning a foot chase.
"No one should die as a result of a foot chase," she said.
The mayor promised to announce details of a new policy "soon."
The issue gained new urgency after an officer chased and fatally shot Adam Toledo. Video of the incident shows the 13-year old dumping what appears to be a firearm a split-second before he turns and raises his hands. Toledo apparently was handed the gun by Ruben Roman, who allegedly had just used it to fire eight rounds at a passing vehicle. Apparently, no one was hit.
Personal injury lawyer Arturo Jauregui called a news conference to urge reform.
"This is a tragedy that could have and should have been prevented had the police department had clear procedures governing the use of lethal force against children during foot chases," Jauregui said.
Rewriting police policy on all foot chases has now become a hot topic at City Hall. Alderman Brian Hopkins says an official in the mayor's office told him officers could soon be required prior to a foot chase to do what is now required before a vehicle chase: getting permission from higher ups.
"Of course that raises obvious problems," Hopkins said. "In the time it would take to do that, the person you're supposed to be chasing is actually long gone. The point would be moot then."
Hopkins noted one unintended consequence of the vehicle pursuit policy.
"We're seeing more vehicles flee from police officers because word has gotten out that they're probably not going to get permission to chase you," he said.

Yawza! That ought to work just fine. Cop calls supervisor. Supervisor calls Lieutenant. Lieutenant calls captain and so on right up to the chief, who then calls the mayor. While this is going on, perp goes home to a good nights sleep.
With this directive in place, I foresee a virtual utopia in Chicago. Peace & joy reign. No more Police shootings. No more political show trials as we just saw in Minneapolis. Harmony will break out all over. A virtual utopia, I tell you.

Once people moved out of caves and began to ‘socialize’, governance became imperative. Everyone on earth KNOWS what people become, without proper oversight, assurance of security and standards to which appeal for equity can be made.

Not to support the concept in the OP because I don’t. But it is not quite like that. In major metro areas there is a supervisor in three way radio contact with the units and dispatch on every shift. And the officers and supervisors have body radios. So a supervisor is literally a key button push away on the officer’s shoulder mic.
We listen to Broadcastify on the Chicago dispatch feed once in awhile. The officers are literally talking with dispatch and their supervisor as they are running in a foot chase. So while I do not agree with this concept the technology, communications, and ability to do this has been around for awhile now.
People should join the Chicago PD and then after they get their badge, they should just do nothing for 20 years and retire with a fat pension. No arrests, no tickets, no responding to 911 calls. Just hang out at Dunkin’ Donuts 10 hours a day until their pension kicks in.
The police in some major shit-hole should just go on strike and let this game play out.
Democrats created BLM Central (Chicago) it’s a no rules town take all you want when you want logic and the are franchising other towns into the program.
