I got, fought and LOST a ticket for stuff hanging off the rearview mirror.
I also won one. With the SAME judge two years later.

That depends entirely on where. It is most certainly illegal in some states, as they are considered vision obstructions, and the laws in those states define them as such.
‘Should they be’ is another issue, but in those states they are definitely illegal.
