I guess RFK could See the future, and was doing a solid for his brother Ted.

How is it currently financed?
How will it be monetized? Races? Not likely.
Fun, I like it and wish him success.
Kind of appears to simply be a project for Burning Man and meeting the wild and crazy girls?

I was 14 and enthralled with NASA, rockets, and everything mechanical. Dad got me a subscription to Popular Science when I was about 10 and that probably influenced me a lot to become a mechanical engineer.
I remember that issue, too. It stuck with me all these years!

How will it be monetized? Races? Not likely. How about a full-scale Battlebots fight to the death? You would get HUGE crowds paying big bucks for that. It might be tough finding operators unless the prize for first place was serious, say $10 or $20 million with half to the operator. With the current Bread & Circuses attitude in the USA, that could work.
You'd need to make sure nobody is charged with murder or manslaughter for it to work, but Biden would sign that Executive Order without even asking what it is he's signing.

The defense market doesn’t really exist at this level of development. Right now, mech walkers don’t really have any overwhelming advantages over, say, a tank on tracks, and there don’t seem to be any major improvements on the horizon that will change this.

How about as packmules? DARPA has done a lot of development of autonomous vehicles to transport supplies in and wounded out.

At the current state of development, same thing. This may change in future and they should continue to be developed, but the current best is something like an automated version of the old WW2 British Universal Carrier.
