I don’t think leaks are necessary in the Russia-USA-China dynamic for one to know what the other is doing. Between spy satellites, spies, etc the three know exactly what the other is doing. The target for these leaks is the American people.
All the Chinese scientists working in the U.S. regularly report to their chicom handlers.
