Pais' patents are probably not verified weapons, hence their publication.
Classified patents are not made public. Documentation of them are protected by armed guards.

I fail to see how cloaking devices will prevent Navy assets from colliding with large ocean freighters.

Reality doesn’t have a fabric. Metaphors can be taken any way anybody wants to take them, so they have no meaning.
Designing something on paper doesn’t guarantee that it exists or can be built. It’s very easy to obfuscate and mislead the reader with wild claims.

Maybe these UFOs are just future Navy pilots buzzing their former selves for a prank.

The fabric of reality was totally changed when an imbicile was able to steal the presidency from the greatest POTUS ever. The fabric of reality is that America prefers a vacuous presidency over a MAGA policy.

U.S. Navy controls inventions that claim to change "fabric of reality""The Tholian Web" (episode of the original Star Trek series where the USS Enterprise has entered a quadrant where the very fabric of space is breaking up):

There are numerous patents for perpetual motoin machines.
A patent might mean there’s something there it could also mean one fooled the patent examiner ! I’ve seen it done !

Hi.
Long time ago I had the highest security clearance you could have in DOD (Army). Plus MOST of the time I also had “need to know.”
During that time, at certain TDY assignments, I didn’t have clearance because I didn’t have a need to know.
Don’t ask.
