I have no problem with making Puerto Rico a state in concept. Obviously, there are a whole host of reasons not to, but that is a spearate argument.
Washington DC is the exclusive jurisdiction of the Congress and is intended to be neutral and have zero input to the legislative processes. No-one is compelled to live there and if they want to have legislative input, then move somewhere else that does.
