My brother-in-law spent his entire career in the Chicago juvenile justice system, working mostly with gang members. He said most of the “kids” he worked with would kill him just as easily as shake his hand. He said he would look into their eyes and see nothing, and by the time they were 13 most of them were already lost. He didn’t believe in rehabilitation.
