Nope! The harm of smoking was noticed long before that. “Coffin Nails” was first used to describe cigarettes in the 1890s. As early as 1868, this tobacco ad ran:

Perhaps more to the point, we need to make decisions based on what it is possible to know. We cannot refuse to take any vaccine for 50 years because 50 years later something bad MIGHT appear. We would have no medicine at all if we had to test all medicines for 50 years before releasing them!
