I watched in normal speed then slowed it down to 1/4 speed. Both times it looks like the kid intentionally put his right hand behind his hip then brought it up very fast on purpose. It does not look like he had a gun but his actions tell a different story.

Some will say the cop should have waited and the more that premise is pushed the more cops are going to hesitate and in that split second they will be the fresh victim. Idiots want to play these games with professional LEO's they are going to pay the price.

Yeah. A 30 some second tape/chase on a shots fired call. The new rule, LEOs can only return fire. Let the bad guy shoot first. On further thought, LEOs are trained, no return fire till the second shot.
