This proposal is one that actually works well.
It was pioneered by David Kennedy.
It has little to do with "gun violence". It has everything to do with identifying the few bad apples that account for over 50% of murders in most cities.
It is a reward and punishment play, worked by a combination of the community and the police.
The community and the police know who the bad actors are.
They combine resources and call in the bad actors.
They tell them, you are headed for a bad place. You will likely be dead in a year or two, if you keep going the way you are going. We are giving you an out.
We know, it seems there is no way out for you. We are offering one.
If you do not take it, we will be on your case watching for any mistake, to arrest you and put you in prison, because it is not safe to have you on the street.
