This sounds just like Communist China. Comrade, if you cooperate you will continue to get food, shelter, you can use public services, but if you don’t things will go badly for you.
Very true in most countries in the world. But in the USA, seems like the city is setting itself up for profiling, stalking and harassment civil rights lawsuits from those who thumb their noses and walk away. The smart ones will demand 6 figure annual payouts for a phantom position that requires no output. As happened in Portland, Chicago, etc. But those ‘creative’ positions don’t make change and remain a perpetual cost center.
