I don’t get it. He barricaded himself in a room and forced everyone in the hotel to seek shelter?! While he was in a room?! They couldn’t just walk out of the hotel?

Hotels are made out of concrete. If there was a floor or a ceiling between themselves and the gunman they were safer in place.
